To help make new sales submissions easier, Blue Shield of California will count a refusal of coverage due to individual coverage as a valid waiver beginning with October 1, 2018 effective dates. Employees waiving group coverage due to individual coverage don’t count against the group participation requirement, making it easier for small groups to meet participation requirements. Here are additional ways Blue Shield is making underwriting easier for new group submissions:
- Enroll with just 25% of eligible employees, with a minimum of five, through Q1 2019
- Enroll with just one employee when selecting Trio plans only
- A minimum premium deposit of 25% is allowable for fourth quarter new businesses, with the balance applied to the group’s first bill
- No DE9C is required for groups of five or more enrolling in medical plans
