Insurance Commissioner Ricardo Lara is sponsoring legislation authored by Assemblymember Miguel Santiago (D-Los Angeles) that would allow employees to add their dependent parents to their health insurance plan. Assembly Bill 570, the Parent Healthcare Act, would enable a family to utilize a family deductible and cap their maximum out-of-pocket costs.
It would apply to a parent or stepparent for whom their adult child provides over one-half of the parent’s support for the calendar year.
The bill would also allow another avenue for undocumented parents to access health insurance. Currently, dependent parents can get individual coverage through Covered California or directly from health insurance companies. However, under federal law, undocumented persons cannot purchase coverage through Covered California. AB 570 would allow undocumented dependent parents to be added to their adult child’s health insurance for a more affordable option.
