Small employers say that the cost of health insurance is their most severe problem, according to a survey by NFIB. Health insurance costs for small firms have risen 43% nationwide in a decade, outpacing wages and inflation. Other top concerns in California are government regulations, state and federal taxes on business income, state and local paperwork, and the search for qualified employees.
