Current clients (excluding CFA/NCAS) and partners will now see a banner message on the post-login Broker Portal and Employer Portal requesting certain RxDC information to be submitted by Monday, May 12, 2025, using CareFirst’s new Annual RxDC Information Submission webform.
What to Expect
- The data elements requested are similar to last year’s submission request with a few refinements to streamline the data process.
- The form is currently available in the Quick Links sections on the portals to be completed at any time before May 12.
- Clients that do not want CareFirst to submit the RxDC – D1 Premium and Life-Years file on their behalf should access the form to provide that opt-out response.
- Clients no longer active with CareFirst and CFA/NCAS clients will receive a link to provide required data through a survey that is expected to go out in April.
Important Information for All Clients
- All current clients and partners can register for and access CareFirst’s secure portals, where the banner message will be immediately displayed after logging in.
- CareFirst will not be sending a mass email communication directly to current clients.
- For your convenience, CareFirst has drafted sample language that can be used in any communication sent to a client.
- Clients that opt out or do not provide all of the data requested by May 12 will be responsible for ensuring that their RxDC - D1 Premium and Life-Years information is submitted to CMS according to the requirements.
- CareFirst’s commitment to complete the other applicable RxDC reporting on behalf of clients will not be impacted in this scenario.
- Please note that the information CareFirst is requesting from the client is not the only information required in the RxDC – D1 Premium and Life Years file.
- Clients responsible for their own submission can find instructions, materials and information on how to contact CMS for assistance here on their RxDC webpage: Prescription Drug Data Collection (RxDC) | CMS.
- CareFirst is unable to provide detailed specific guidance about the regulation or to assist clients in submitting files directly to CMS.
- All data provided should be specific to the portion of calendar year 2024 for which CareFirst administered their benefits.
Information to Support Clients with File Submissions Separate from the CareFirst Submission
- CareFirst will aggregate data for all clients under the D2 Report Filing Entity, CareFirst, Inc., for each distinct aggregation state/market segment combination.
- This allows other submitting entities to aggregate a client’s data at their choice of issuer-level, TPA-level, plan sponsor-level, or plan-level without violating the aggregation restriction that no longer has deferred enforcement.
