2023 Portfolio Updates
Rates
- Medical: Q2 2023 small business rates will have a 1.5% increase for HMO plans in all regions except 15. in region 15, HMO plan rates will increase by 2.5%. PPO plans will have an increase of 1.5%
- Dental: No plan changes at this time.
- Vision: No rate or plan changes at this time.
- Optional chiro: New for 2023, all PPO plans will have the chiro rider option. The chiro rider will be an additional $3.00 PMPM for all HMO and PPO plans.

Underwriting
Health Net is continuing their current promotions:
Enhanced Choice Promo
- Must have 5 active subscribers.
- Groups of 5-100 eligible employees.
- No DE-9C required.
- No prior carrier bill required.
- All eligible employees declining coverage must provide a waiver including those enrolling with another carrier.
- Employees enrolled on another carrier through the same employer will not count against participation.
Sell HMO with 6 Promo
- Mix and match any HMO plans + Full Network PPO Bronze plans.
- Must have 6 active subscribers.
- No DE-9C, participation attestation, or prior carrier bill required.
- No minimum participation requirement. Waivers are not required unless sold alongside Life or Employer Paid Dental/Vision.
- No PPO plans.
- New HMO sales only
Health Net's relaxed paperwork requirements make selling groups easier!
- 2 weeks of payroll for a startup groups of any size (down to 1)
- Mix and Match any of their 52 plans
- Health Net can be written alongside any carrier, no limit to the number of carriers if participation is met
- Groups of 1-4 enrolling, 70% participation
- Groups of 5-100 enrolling, 25% participation is required -Not a promotion!
- PEO subgroups accepted with a quarterly wage report or 2 weeks of payroll from the PEO.
2023 Small Group Portfolio Highlights
- Health Net is continuing no medical deductibles in any HMO plans on Full, WholeCare, SmartCare, or Salud networks.
- Simplifying PPO plan naming and removing the term "Value" from plan names.
- Adding chiropractic buy-up rider for all PPO plans to match HMO options.
- All Small Group plans will have Babylon at a $0 copay.
- Eliminating member copays and coinsurance for abortion services.

- Health Net members can speak to a doctor 24/7 and a therapist weekdays 7a.m.-7p.m. (pacific time) through the Babylon app with most plans at no additional cost. The Babylon app (available in English and Spanish) is a convenient way for Health Net members to discuss non-emergent health issues like cough and sore throat, anxiety, depression, cold and flu and more! During video visits, members can get answers about urgent prescription refills, labs and x-rays. Members can check and monitor symptoms through the Babylon app.
- Flu shots available at no charge at in-network Pharmacies
- Health Net is happy to share that they have expanded access so that members can obtain a flu shot at their local pharmacy.
