California Employers that have been directly affected by COVID-19 may request up to a 60-day extension from the Employment Development Department (EDD) to file their state payroll reports and/or deposit payroll taxes without penalty or interest.
Kaiser Permanente® will accept the 2019 Q4 DE 9C if they get written or verbal confirmation that the group requested a filing extension. In these circumstances, Kaiser will request the most recent filed DE 9C for groups that are applying for May 2020, June 2020, or July 2020 coverage and have not yet filed their 2020 Q1 DE 9C.
Kaiser is now accepting the 2019 Q4 DE 9C for new small group sales through a July 1, 2020 effective date. EDD is now allowing up to a 60-day extension to file, which will end on June 30, 2020. April 30, 2020 was the original deadline for groups to submit their 2020 Q1 DE 9C.
Groups that requested a filing extension and are not required to file a 2019 Q4 DE 9C must provide their most recent payroll records covering a two-week period.
