Contrary to some predictions, the ACA did not cause most employers to drop health coverage. Since 2013, about 99% of employers with 1,000 employees or more have offered health benefits to workers. In 2020, 51% of private-sector employers offered health benefits compared to 45% in 2016. Eighty-one percent of workers employed by private-sector employers were eligible for health benefits, up from 75% in 2014.
However, smaller employers have shown a steady, though not precipitous, decline in offer rates. Employers with fewer than 10 employees had a decline in offer rates from 28% in 2013 to 22% in 2020.
