Oscar Health has extended and expanded their relaxed promotion through June 15, 2019 effective dates. Relaxed Participation Rules Only employees in Oscar’s service area, Los Angeles and Orange Counties: rating regions 15, 16, and 18, will be counted toward participation as long as the number of employees is under 100 in all locations. No DE9C for Groups of 5+
- Groups enrolling more than 5 employees don’t need to submit the DE-9C if they supply the prior carrier’s bill showing that 80% of employees match the enrollment.
- Groups are still eligible for this promo if they have more than 5 eligible employees, but fewer than 5 enrolled due to valid waivers.

- Only 3 eligible employees are required to enroll with Oscar as long as 60% of the eligible employees enroll in a plan offered by the employer.
