San Francisco: MCO and HCAO Updates
San Francisco is updating minimum compensation rates covering most city service contractors as well as tenants at the San Francisco International Airport. The Minimum Compensation Ordinance (MCO) generally requires those employers to provide the following to their covered employees.
- No less than the MCO hourly wage in effect
- 12 paid days off per year (or cash equivalent)
- 10 days off without pay per year

For-Profit Rate
Effective July 1, 2023, the For-Profit Rate increases to $20.22 per hour. Posters and Forms reflecting this rate increase will be available in June on the MCO webpage.
Non-Profit and Public Entities Rates
The non-profit and public entities rates are contingent on the City's Budget. Once there is information regarding these rates, OLSE shall send out an email and post the information on the MCO webpage. Therefore, the non-profit and public entities rates shall stay the same until further notice.

Health Care Accountability Ordinance (HCAO) Fee Rate
Effective July 1, 2023 the HCAO Fee Rate will be $6.35 per hour with a weekly maximum cap of $254. Updated posters and forms are available on the HCAO webpage.
The HCAO Fee Rate is used to pay the Department of Public Health or, under limited circumstances, to make payments directly to their employees. Please use the new payment form for all payments after June 30, 2023. For more information about the HCAO, please visit the HCAO webpage.

Healthy Airport Ordinance (HAO)
Effective July 1, 2023, the HAO City Contribution Rate will be $10.30 per hour with a weekly maximum cap of $412. Updated posters and forms reflecting this rate increase are available on the HAO webpage.
Employers at the San Francisco International Airport (SFO) are required to provide employees covered by SFO’s Quality Standards Program with family health insurance that meets the compliance requirements at no cost to the employee or pay $10.30 per hour (up to $412 per week) on behalf of the employee to the City Option Program.
