UnitedHealthcare has released Q1 2020 rates with quoting available immediately. The quarterly average change for all networks is as follows:
Northern California
- HMO 1.1%
- PPO -1.1%
Southern California
- HMO -0.1%
- PPO -1.1%
Portfolio Changes
Most plans have experienced minor benefit changes. Use the 2020 Plan Benefit Changes brochure to compare 2019 to 2020 plan benefits.
Key things to know:
- UnitedHealthcare has transitioned all PPOs from DOI to DMHC
- Navigate plans will remain filed through the DOI with simplified plan options down to four plans
- The Select Plus network is no longer available in the Multi-Choice State portfolio; Core and Navigate networks remain
In addition to plan changes, in 2020 there will be four Choice Simplified portfolios instead of five. While any portfolio can be offered to any group, each was created with specific locations in mind due to network strength:
- Choice Simplified I: Greater Los Angeles, Orange County, and Inland Empire
- Choice Simplified III: Northern California
- Choice Simplified IV: San Diego
- Single Prescription Drug List (PDL)
UnitedHealthcare will move away from separate drug lists for HMOs and PPOs. Starting in 2020, the Advantage PDL will be the only list for all plan types. This change will happen immediately for all new groups starting January 1, 2020. Existing business will transition to the single PDL at their 2020 renewal.
The 2020 PDL is expected to be released by the end of October.
Preferred Lab Strategy
The new Preferred Lab network will be available on January 1, 2020 with the goal of providing standardized care to improve quality and the member experience. UnitedHealthcare will direct members to these preferred lab providers. Members will still be able to get care from any lab that participates with UnitedHealthcare.

Transition from CDI to DMHC
As mentioned previously, all Select Plus and Core products have been transitioned from CDI to DMHC. Navigate products will remain with CDI. Due to the transition, plan discontinuation letters are required and were mailed on October 1, 2019. Letters were sent to members and employers for all Select and Core plans.
